Oversees the development and administration of human resource programs designed to attract, develop and retain excellent employees; and, policies and practices designed to align the organization’s behavior with its values.
Develops and administers the County’s benefits programs and Compensation Plan; oversees employee relations, and, organizational development efforts including training programs, performance measurement, quality improvement, and development of strategic initiatives.
Communicates information to County employees and public as appropriate; provides accurate information, recommendations to leadership regarding a wide range of human resource related topics including benefits, compensation, employee relations, etc.
Responsible for the effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work and related activities; develops and manages department budget.
Interprets all County personnel policies and procedures, including the County Compensation Plan, recruitment and employment programs, grievance procedures, EEO and diversity initiatives, performance management programs, etc.
Performs other duties as assigned.
Requirements
Any combination of education and experience equivalent to a Bachelor’s Degree in human resources, business, public administration or related field; Master’s degree preferred; certification as a Human Resource professional through an approved agency preferred; and, considerable experience in human resource management, preferably in the public sector, which shall have included supervisory experience.
Must possess reliable transportation to work site(s).
Extensive knowledge of human resource information systems; trends, best practices, development issues, and theories of human resource management.
Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
Skill in use of computer software, especially Microsoft Office Suite.
Ability to communicate effectively, orally and in writing; lead teams; facilitate groups; maintain effective working relationships with employees, department directors, County officials, representatives from the private sector or other localities, and the public.
